Capability
Before it looks at a single number it reads your site, and works out what you sell, to whom, and in which words. No industry setup, no taxonomy to fill in.

The contract
It holds every action until you click. There is no autonomous mode to switch on, and no exception for small changes.
A bid may move at most 30 %. A budget may move at most 25 %. Ten changes a day, account-wide, and then it stops proposing.
Every applied change stores the exact call that reverses it, next to a timestamped line in the log with who approved it.

Nothing here replaces them. Each system takes the part nobody has time for — the daily check, the call after hours, the follow-up that gets forgotten — and reports to you, with the figures it used.
On your own instance — your Cloudflare account or your server, with your password. The only things that leave it are the calls a system needs to do its job, and your contract names every one of them.
Google’s own recommendations are written by the party selling the clicks. This one reads your account, shows the figures behind every suggestion, and does nothing until you approve it. If something you already run does that, keep it.
It cannot act on its own. Every change waits for your click, sits inside hard limits — at most a 30 % bid move, 25 % of a budget, ten changes a day — and carries its own reversal.
